14 approved by the State or the appropriate regu15 
latory authority, to support renewable energy 
16 projects and deployment activities, including 
17 programs operated by entities which have the 
18 authority and capability to manage and dis-

1 tribute grants, loans, performance incentives, 
2 and other forms of financial assistance; and

In section 5003, in the proposed section 1705(b), 
add at the end the following new paragraph: 

1 (3) Leading edge biofuel projects that will use 
2 tec~nologies 
performing at the pilot or demonstra3 
tion scale that the Secretary determines are likely to 
4 become commercial technologies and will produce 
5 transportation fuels' that substantially reduce life6 
cycle greenhouse gas emissions compared to other 
7 transportation fuels . 

. In section 5003, in the proposed section 1705, redesignate 
subsection (e) as subsection (f) and insert after 
subsection (d) the following new subsection: 

8 (e) LIMITATION.-Funding under this section for 

9 projects described in subsection (b) (3) shall not exceed 
10 $500,000,000.
